Also, I just want to stress that this does not mean I won't be spending just as much time on anime club (if not more; I mean, this is what I do when I chill out, is watch anime!)...

You can do it in Photoshop. Make each frame a layer, sequence them the way they need to run (last one on top), make all the layers but the first one invisible, then use "Save for Web". From there you should be able to play with it and figure it out. At least that's how it works in my version, don't know about other versions of Photoshop.
Oh, I almost forgot! Unless you actively fill the background of each layer with white, it's gonna be transparent in the GIF. What I did was draw what I wanted, then merge a completely white layer with the drawn layer.
